## 1. Resolution

- [x] 1.1 Load positions ordered by id so the first match is stable
- [x] 1.2 Keep every company with the "Công ty" name in the company scope, and remove `company_ambiguous` (resolution and `position_error_count` mapping)
- [x] 1.3 After filtering, report `position_ambiguous` asking for "Phòng ban" when it is blank and department names differ, then asking for "Công ty" when there is no company scope and company names differ, otherwise take the first position

## 2. Tests

- [x] 2.1 Twin companies in `all` mode no longer fail with `company_ambiguous`
- [x] 2.2 Same position and department names in two companies: blank "Công ty" is reported with a message asking for "Công ty", and a filled "Công ty" resolves to that company
- [x] 2.3 Identical position, department and company names resolve to the lowest-id position, in both `all` mode and specific company mode
